CGX’s are located throughout the United States and abroad. Some of th profits generated from the CGX provides funding for the Morale, Well-being, and Recreation (MWR) fund.
I was injured while working for the CGX - am I Covered by Nonappropriated Fund Instrumentalities Act?
The Nonappropriated Fund Instrumentalities Act (NIFA) is the workers’ compensation program for Exchange and MWR employees. If you were injured or suffered an occupational injury while working for the Coast Guard Exchange than you need to bring a claim under the Nonappropriated Fund Instrumentalities Act (NIFA).
The Nonappropriated Fund Instrumentalities Act (NIFA) is a workers’ compensation program that actually falls under the Longshore and Harbor Workers’ Compensation Act. (LHWCA). In addition, the Defense Base Act (DBA) also falls under the LHWCA.
NIFA workers’ compensation claims fall under federal law. You shouldn’t confuse NIFA claims with a Federal Employers Compansation Act (FECA)) claim. They are very, very different.

How Long Do I Have To File For NIFA Benefits?
A written claim for Nonappropriated Fund Instrumentalities Act benefits must be filed in the office of the OWCP district director within one year of the injury or within one year from the last payment of compensation, whichever is later.
However, as a practical matter, you should file for NIFA benefits as soon as possible. Every day you wait to file increases the chances of your claim being denied. Once the adjuster denies your claim (by filing a LS-207 Notice of Controversion); it is usually difficult to get them to voluntarily reinstate your benefits.

So here is the deal: You need to make sure that the doctor that you choose as your Free Choice Of Physician is going to “call it the way they see it.” Meaning, the doctor will not lean towards the insurance company. At the end of the day, all you want is an honest doctor. Trouble is, very few CGX workers have any idea about how to find a doctor that is a patient advocate and not an insurance company hack.
