The United State Courts of Appeals are divided into Circuits. The Defense Base Act falls under the Longshore and Harbor Workers Compensation Act - which is federal law. Under federal law, different Circuits interpret federal law differently. For example, the Ninth Circuit is very different from the Second Circuit or Fifth Circuit in many, many areas.
